Consulting Services for the completion of NSRF projects under the Operational Program "Public Sector Reform" (OP PSD).

  • The project involved providing specialized support to the Managing Authority (MA) for: (a) the administrative completion and financial closure of NSRF projects under the Operational Program "Administrative Reform," and (b) administrative support for the MA in transitioning to the Public Sector Reform Operational Program.

    The Contractor provided services for the following activities:

    Reviewing the completeness of project files (administrative, managerial, financial documentation, etc., in accordance with the Management and Control System).
    Identifying main managerial, institutional, and technical issues, determining deficiencies, and documenting them per project.
    Offering recommendations (tools, institutional measures) to address issues or deficiencies.
    Assisting staff in resolving issues or deficiencies in the projects nearing completion.
    Collecting the required data (including from entities) for certifying the completion of the physical and financial aspects of projects and verifying them.
    Assisting in drafting the Completion Report and Completion Decision for the projects.
    Supporting the issuance of final reports: Final Payment Declarations, Payment Declarations for Public Procurement Projects, Administrative Cost Declarations, Direct Management Cost Declarations, and Final Payment Order.
    Entering data into the Information System.
    Collecting and processing quantitative and qualitative data to prepare standardized reports for the EU.
    Assisting in drafting the Final Program Report for submission to the EU.
    Supporting the completion and closure of the Operational Program through reports, forms, etc., to achieve objectives and avoid deviations from procedures outlined in the Management and Control System.
    Providing technical support to the MA for preparing on-site verification processes.
    Supporting the process of drafting calls for beneficiaries and evaluating funding proposals.
