he scope of the project was to provide consulting support to the Managing Authority of the Operational Program "Administrative Reform 2007–2013" in the form of opinions on specialized legal issues, which included:
- Legality checks of public contracts during the phases of announcement, award, and modification of contracts, conducted by the Beneficiaries of the Operational Program, as well as by the Managing Authority of the program in its role as Beneficiary.
- Issues related to the design of e-governance interventions.
